After all, if the homeless were mainly a bunch of winos and junkies the public might not want to fund government welfare programs to help them. "Not want to fund government welfare programs"? Is this about money? Specifically about government spending?
And you say the media is involved to aid the cause of government spending?
This sort of sounds like a collusion.
I wonder who holds the leash of the media, and I wonder if they make money when the government spends excessively? I also wonder how long this sort of thing has been going on?

It has been going on for a long time. Journalists were largely responsible for pushing the Spanish American War, for example. The Watergate snandal caused a sea change in people attracted to journalism, from reporters to crusaders and wannabe celebrities. These days many journalists should be required to register as lobbyists.

The government spends billions on public service notifications in all sorts of news media that no one reads or sees at 3 in the morning with thousands writing proposals to warn us about (insert cause) using our tax dollars. 500 million to PBS alone
