I tried to DL this for my android. I get a 404 error.
Any idea why?

I am not sure why you got the "404 error". I run it on my Fire Stick.
I know there were some downloading problems with earlier versions. I would make sure you have all the updates for your Android and make sure you are downloading the latest version of Terrarium TV.
There are lots of instructional videos and informative comments on Youtube as well.
