Criminal charges are one thing, but anyone who was a target of this illicit surveillance has all the legal standing they need to file a civil lawsuit against these jerks.
In fact, the civil court proceedings might be the best way to get a lot of this "secret" information out into the open.

I'm assuming Carter Page was the "second spy." He wasn't victimized in this FISA surveillance process. He was complicit in it.
He's probably been a CIA-FBI asset for most of his adult life, just like Stefan Halper.
