I don’t think so. More likely, he is saying that South Korea should dissolve their country.

Think of it this way, the North is 100% dominated by the Communist party. The South, let’s say is dominated only 25% by the Communist party. If you merge them, then what? The “reunified” country is dominated 62% by the Communist party? We know how “free elections” will go in that situation.

Yeah I still see that statement as reunification on NORK terms. So nothing has changed, still typical NORK propaganda!
