I don't read this as the US Government "planning" to use fake Soviet aircraft. I read this as as the US Government writing a memo pointing out, gently, how stupid it was to think that it could some how magic up at a reasonable price, train ground crews, and air crews for, and deploy to a trouble spot, fake Soviet aircraft, all without any part of the operation becoming public knowledge or at least known to foreign intelligence agencies.
The memo exists not because the plan was seriously considered, but because the origin of the plan was the Commander in Chief's kid brother, and the Pentagon/CIA was not prepared to tell Bobby that he should have learned his limitations at the Bay of Pigs, and not play at being a cold war novelist.
RFK was obsessed with getting back at and rid of the Castro brothers for the humiliation of the Bay of Pigs. This would be the sort of idea that was spawned by RFK brainstorming sessions.I

What troubles me is these fake planes would be piloted by Americans to be killed as our defensive aircraft shot them down. This plan is right out of a Hollywood script with its typical plot holes.
