Bwaaa haaa haaa. Of course they can track your movements. If you carry a cell phone powered on - you can be tracked. If your vehicle comes with OnStar or some similar service you are being tracked. If your vehicle has on board GPS - even if you don't use it, don't pay for the service, whatever, you can be tracked. If you drive a Tesla they proudly tell you that your car is talking back to mother Tesla virtually all the time. If you have EzPass or other RFID enabled tolling you can be tracked. In most major cities there are enough traffic cams to follow your movements if someone cared enough to do so.
Face it, in today's "surveillance society" unless you are actively working at it - with some decent tech help and knowledge - you can be tracked.

And they could tell when you are speeding and automatically send a ticket. The state should give them away free. And mandate them. Think of the revenue stream!

Another question is how other states will accept these plates. Back in 2012, I got stopped by a Texas Highway Patrol officer who said that my SD license plate was expired.
This was due to the fact that my tag had an ‘11’ sticker on it. I tried to explain to him the ‘11’ was for November, the month my tags renewed, and not the year. The sticker color does change every year.
I showed him the ‘2012’ in smaller letters on the sticker and said that SD sent out new physical tags every ten years and just stickers the other nine. But he wasn’t buying it.
Finally, I asked him to either call SD or his supervisor. When he refused I pulled out my phone and started to dial. When he asked who I was calling, I said ‘911’ since he wouldn’t call anybody.
At that point, he went back to his car, made a call, and a few minutes his supervisor showed up, looked up something online, pretty much called him an idiot, apologized to me, and sent me on my way.
I got the feeling he had done something like this before. So I can just see what he would do with a tag that keeps changing its display.
Think of the hacking fun to be had!
This is just the first step in making people pay per mile driven... the money will be road maintenance (ha ha ha) no it won’t, it will go into that bottomless pit called “social programs”.
In the driverless future you won’t need to be tracked.
