The basic tenet of the adminstration of laws is that a judge or board or commission must execute its discretion “reasonably” and the opinion concluded hat Phillips was denied the right to which he was entitled, “the neutral and respectful consideration of his claims in all the circumstances of the case.” The antireligious bias of the commission was evident in its findings.
