I wonder if this bill would be subject to a filibuster under current senate rules? If not, it’s pure genius: use the promise of wasteful spending to get Democrats on board to pass the budget, then eliminate the same spending afterwards without them.

$15 billion is simply a PR campaign. In terms of substantive cutting of the budget, which is desperately needed, its nothing.
