The Executive Branch does not have anything to do with hiring and firing of Congressional Staff. The Chairman of the Committee is the approval authority, but in practice it is done by the Chairman and the Ranking Minority Member with input and recommendations from all of the members. Some staffers serve for years regardless of which party controls the Senate.
