So I looked at the source of the unnamed report. The source they gave was the EU Intelligence Analysis Centre (EU INTCEN). Not being familiar with the EU bureaucracy, I did a search and found this 4 year old article with an interview of the head of the EU INTCEN. It stated is was not an EU equivalent of the CIA, and it appears that is true.
