Can Trump order a raid?
The president does not need to order a raid; all he has to do is pick up the phone or a pen and order the release of anything he wants to be released. Since the president has not chosen to act thus far, it is clear that he does not want everything released yet. All the stonewalling and slow walking has been done at the president's behest.
