If Tesla was properly managed, the company with a massive backlog doesn’t let go 9% of its workforce, regardless of how many they’ve recently hired. That shows piss poor management to let so many go weeks after hiring them.
And they trade on major stock exchanges and are the darling of many onlookers? And don’t make profits?

It makes a lot of sense if they are making room for more production workers.
And you’re still ignoring the fact that after the layoff, Tesla will still have 4000 more workers than it did at the start of the year. (That’s assuming they don’t hire more production workers.)
