How can he break from procedures in something that the average person relates to politics and a finding being “ no political bias “
Also Strok and Page aren’t “ political” and Billy Jeff / Loretta not political..
Sounds like legal “ weasel interpretation” if true...
"Not political" specifically means someone who holds a permanent civil service appointment as opposed to someone whose job is cotrolled by the White House -e.g. senate confirmed political appointees and what are called "schedule c" appointments [campaign hacks given a special class of civil service jobs "for the duration" to spy on agencies for the whitehouse and who must leave at the end of the administration].
