Yes, he did. And the FBI wanted that too - gives them immense power - the power of a being a key player in a Police State.

The FBI was doing it by giving ‘training’ to top cops in every city - ostensibly to be able to ‘hit the ground running’... when it fact it was tying local large city police organizations to their ‘family’.

This situation is much worse than anyone imagines....
