The process works as it is, the IG has made all of the initial findings and presents them to the DOJ for Prosecution. It is procedural yes but it has to be done this way to observe the law and clean out the vipers nest, not go for a single kill shot and leave all the others behind
Sessions is the Presidents man and if it bothers you take it up with the Don
