It means 23 hour a day lockdown, 1 hour outside in a cage, and the people that want to murder him can still get to him at any appearance he has to attend, or at any other chance encounter where guards might “slip up”.

I’ve read some tweets saying he was in a VIP section which meant he had his own 8 X 10 cell.
