I don’t think he exactly lied but rather just smoothed everything over as best he could at the behest of Attorney General Mueller.

Horowitz was misleading when he drew a line between agent bias and prosecutor lack of bias. He basically claimed that the prosecutor decision to not charge Clinton was not affected by agent bias because they based their decision on the facts.
This is clearly nonsense because the agent bias caused them to cherry-pick the facts that were presented to the lawyers. The prosecutor decisions were biased by incomplete information.

Kinda makes you wonder if Horowitz knew that they weren’t CI agents, doesn’t it? How man FBI attorneys are also CI agents....?
