It is assault. To be in fear of bodily harm by words or actions of another. To follow someone across a street to shout negative opinions in the face is easily recognizable as the very next phase to expect of the prococative incident would be physical harm. Goading, instigating and incitement (getting in your face) is also illegal in most states.
