Harleys cost too much; and that is because of their haggles with union contracts, which ended with an impasse last September.
Plus, everyone American who is going to buy one already has, and they paid through the nose for the swagger-factor, and snob appeal, of a Harley. That makes the market for overpriced heavy metal rather slim.
I know people will vehemently disagree with me. But I find their rationale for going abroad to be self-serving to the max. The real reason is to viably produce Harleys people can afford.
Indian is mostly American made, but with some Canadian taint.
However I believe the listing may be for bikes that are sold in that country not necessarily facilities for bikes sold in the US.
India, Thailand and Korea citizens drive more bikes than autos and this may just be HD foot in the door for sales there.

My wrenches fit the bike. I can fix anything it needs with a tool bag I can carry on the bike, or in one hand.
My Harley is stupid-simple, it gets me where I need to be & then gets me back home. It ain’t the fastest bike on the road, or the best handling, or even the prettiest; but it’s dead reliable.
Leaks a little oil sometimes, and can break your leg if you’re not careful starting it...
But really... Is all this crap-talking the other guy’s bike making you a better rider?

The real bikers aren’t buying the new ones. The weekend warriors are but that fad is about gone. HD tried to compete with the rice burners with Buell/Beull but they were junk from what I heard.
Ducati is, but most people don't even know what Ducati is.
Some also have assembly plants in the country to avoid the crippling 105% import duties on completed bikes.

Foreign countries dont march in and convert a nation to communism. The market fundamentalists do it by telling people that they are nothing compared to the bottom line and then the communists tell the people that they have value as humans rather than as a labor commodity. Minorities, many women, and most Millennials do not believe that the free market holds any future for them, so they demand welfare, BLS, etc.
