Flip em the finger. A court can do a lot of things, but it cannot order the appropriation of money, or order tax increases.
I have the same question on this as with Flores, how can a court enforce an order like this?
They can close the school maybe, or in Flores maybe order the government to let everyone caught at the border asking for asylum to go free in the US.
Until they get what they demand.
