In Michigan this has off and on been a serious problem. Two cases lately got attention The authorities here tried to minimize it but the citizens atypically got hopping mad and demanded justice via calls,emails,radio call-ins and so on.
Theme was this is attempted murder despite no plan for a certain victim to be murdered and justice system must charge them that way.
A Jan. 10,,2018 story on 5 white teens who threw a rock that killed a 32 year old man below the overpass said some said “boys being boys” was not bad enough to send them to prison. “They apparently were looking for something to do.” Still ongoing case.
The April 7,2018 Detroit story said “Teens Who Killed Man After Throwing Sandbag Won’t Serve Jail Time.” The attorney for the dead man’s family asked “What madness is this.”
That time teens were black. A lot of people mad now.
Citizens here have started demanding law and order instead of being passive.
I wonder if the family has a federal civil rights action against the city if the city refuses to charge the perps with some variation of manslaughter.
