Although you are correct that Canada does not take in a high percentage of Hispanics, Canada does take in more immigrants per year as a percentage of its population (more than 1%) than any other country in the world.
As a former member of the United Kingdom, Canada takes in most of its immigrants from former British colonies, and Canada also does try to select people with more valuable skills.
In any event - Canada’s MASS immigration policy is just as irrational and politically destructive as America’s MASS immigration policy.
