Yes, Dominicans can come in all colors, although people from DR have a lot of African ancestry, as a whole, so many Dominicans are black. But there are others who aren’t, and in fact throughout the Caribbean there are people descended from Germans and Northern European whites (particularly in Puerto Rico), so it’s hard to nail them down by race.
That said, everything about these guys screamed “gang.”
