I’ll probably get flamed, but I am betting the woman is Mexican. I say that because child trafficking and sex with children is part of Mexican culture, and has been for ages. I remember a guy in California — an illegal — actually used that excuse when he was arrested for having sex with a 10-year old girl. He was surprised he was arrested, and said that what he did was just part of his native culture.
