An economic recovery such that people feel they can afford the children they want is a good start.

Cultural elevation of parenthood to a moral good and/or duty would help. Certainly something other than the message now that kids get, that life is going to be unlivable in their lifetimes from environmentalist dogma, that it is cruel to have more than one or two children for the sake of the planet and species ...
