I believe this law already applies if you owe child support to your ex-spouse or baby mamma.
They check you when you get a fishing or hunting license in Washington state if you owe child support. Same if I hire somebody - I need to submit their name to the Social Service people - and then they run it over to Unemployment and workers’s comp.
