Yes. I watched the video. What I heard was ‘engage’.
To me, it does not mean abandon your values and embrace the other side. Nor does it mean that all the other evil beliefs and behavior is ignored. Maybe bullets and bombs are the best mediums of communication with some groups. However, it is useful to know what someone believes of themselves vis a vis you. I would classify that as intelligence in several meanings of the word.
