There are many good people in the Golden State who do vote, who do try to set California on a better course, but the real power is in a smaller, very powerful elite.
Much like New York State and probably New Jersey. It is the largest and most concentrated cities that are doing the damage.

“They” are the MILLIONS of illegal alien “voters.” The Democrats, from Moonbeam Jerry Brown on down encourage this voter fraud because it is their source of continued power.
