Yes, but that's because we are very, very far from where we need to be spiritually. I actually don't believe that all good acts are because of the fear of consequences. I think there are many who want to do what's right, because it's right - not because of perceived consequences for not doing right.

That said, I do believe we need to have consequences for bad behavior in society. Principally because there are too many people who do what they think they can get away with. The Clintons come to mind.
