I wonder if this is a straight business deal, plausibly worth $60 million to Netflix in terms of viewer attention, or a disguised payoff for ... well, who knows, and by whom?

I assume that is the case.

I have no idea about the "by whom," but there's no denying that Netflix became gigantic during his presidency, and there are countless, endless ways he could have tipped the balance in their favor without anyone knowing.
