This is all a game to allow time for Bomb manufacturing. Trump is very smart and knows this. He must preempt this mad man.

With all those previous “General Amnesties” you’d think there would be nobody left to free.

I don’t quite understand what this means. The article states there were general amnesties in 2012 and 2015 but I don’t recall hearing about the prison camps being emptied then.
There have been general amnesties before and the gulags are still full.
In Islam, there were times (holidays) when it was considered auspicious or meritorious to free slaves - kind of like giving to charity.
Sometimes folks would “free” old or disabled slaves, so they didn’t have to feed them anymore - let them go starve in the street.
It might be useful to clear out some deadwood from the gulags periodically as well.
Does that mean only people who will be convicted on that date will get amnesty, or that some unknown set of people will get amnesty on that date? Does the crime have to be against both the country and people, or will one of those do?
Doesn’t mean much - they’ve all been shot in the head or starved to death in the gulag.
