I’m pretty sure that a squad of off the shelf hobby drones could take out kites,birds, and balloons.
Of course the best solution is for the Israeli’s to use their weather control machine (that IRAN says Israel uses to steal clouds) to get the wind to carry the kites,birds, and balloons back the way they came.

It’s harder than one would think.
There is very little to shoot. It’s not like they have an engine. And they can take a lot of damage and still float along.
Moreover, when hit they drop their payload promptly, thereby starting a fire.
They also have near zero radar signature and are hard to see (esp at night).
All-in-all, it’s brilliant in its simplicity.
Laser weapons (which would have little or no collateral effect) are being considered to cheaply detonate the payload in the air.
