If Browder is in the US, he’s under the jurisdiction of the US.

We wouldn’t extradite them. We would allow the Russian to sit an while WE interrogate them just like Putin proposed that Mueller send a team to Russia to observe the investigation into the GRU members.

Watch the press conference carefully. According to Putin, we do have a treaty of sorts, and he’s not asking for Browder himself, but instead the intelligence personnel who allegedly helped him.
