Excellent project for prisoner work gangs of any race. Part of sentence should be working on such projects as well as road cleanups. Let some idiot judge from Oregon or Hawaii rule it is inhumane to have “chain gangs” and rule that the prisoners prefer to loaf, watch TV, tap on a computer and lift weights. Too strenuous to “work”—a dirty word to them.
