Not always. Just since they started purposefully importing welfare cases so the politicians could line their pockets with gov't money. Back in the 60's (when I was a youth there) there were all sorts of ethnic neighborhoods - Ukranian, Polish, Italian, Hungarian, etc. Then they installed billboards in Puerto Rico advertising for people to move in. It's now pretty much 100 percent black & Hispanic.
