They are all worried about an 80% debt-to-GDP ratio?!? Try 105% for the USA! This project sounds a lot like the CA Jerry Brown HSR debacle!
Exactly what I was thinking. Transportation link that few would use and extremely expensive, besides that it is a path to no where. (The envisioned high-speed rail between SF and LA bogs down before it hits either city, the high-speed is only far away in the boonies. Totally unworkable plan, and wastes billions of dollars over decades of time.) This Montenegro highway will never be finished and will bankrupt them.
