The only limit of how many Medals of Honor a president may “present” to military personnel is limited only by the number of recommendations for the MOH that are made through each military service’s channels to the United States Congress.

Congress then votes on whether or not the soldier, sailor, airman, or marine that has been recommended to receive the award for their actions in combat. If Congress votes to award the MOH, then the president “presents” it to the recipient in the name of Congress.
