Clapper is PROTECTING Obama.
You see, it is very valid that everyone asks why didn’t Obama do something about Russian “meddling” (still undefined) since he was POTUS?
It is hurting Obama’s legacy.

So, Clapper is trying to say “Wait! Obama was not asleep at the switch! He did try to stop Russian “meddling” (still undefined) and this is proof!”
This is protection of the Obama legacy or the entire Russian “meddling” comes down on his administration, not Trump.
You are correct but there is more. Clapper is also trying to shift the focus to the most untouchable member of the coven. The rest get cover and any genuine investigating or reporting gets stopped cold because no one dares pursue Obongo.
