Government contractors with priority given to minority business owners who donate heavily to the powers that be. That’s my first thought.
I also know they’ll hire temporary day laborers to pack/unpack the trucks and standby ‘pool’ drivers.
All I know is it is a real mess, you would think as long as the military has been moving people it would have been figured out by now.
