It is the way that AFGE types are taught to screw off on the job and only do what your boss says. Even the VA has primary care MD’s with two nurses. One nurse just sits in a closed office and writes lies about any vet(s) that the Dr. or another MD there does not like. This lying to justify anything is how the Gov. works.
