Depending on the venue, it is their right (this includes both sides).

If they don't want questions, don't invite the press.

They certainly have the right not to answer, but dictating what questions can be asked of our elected leaders is bush league.

It's not a matter of 'dictating' what questions a reporter can ask, it's a matter of accepting responsibility for rude and disrespectful behavior.

The 'left' demands 'freedom of speech', but does not want 'responsibility' for anything they say.
