You’re right - it is part of the generational warfare waged by Dems, and it has racial overtones: We are ending up with a country populated by ageing whites and young non-whites. The public school system in my town demonstrates exactly why the government wants the borders kept open: Probably half the students are foreign at this point, and as NJ funds public schools with local property taxes, the ageing white homeowners get the bill - and promptly flee. This program will just be four more years of high school for young people, with the same lack of learning - but it will transform every faculty member into a de facto government worker (another Dem bastion of support).
