You need to do some reading. Congress has this power, but they have ceded it to the President, under the
Trading With Enemies Act (1917?). He also has emergency powers to enact tariffs against the enemies of the United States under the
International Emergency Economic Powers Act of 1977. Of course, the Progs never thought these powers would be used by a Republican President to stop their globalist schemes to destroy America.
