Since San Depravo isn’t interested in the welfare and security of the United States, I would consider removing the hugs San Diego Naval Base to another, more welcoming location.
There is a nice harbor at Long Beach where my own ship was home ported. Not a bad place (way back then)
I remember the wailing when the Navy Base at Newport, R.I. was closed and the destroyers sailed away, along with the jobs and economic activity.
That is the view from our perspective. However, history shows the left's first effort is more often to dismantle the existing order and then later find the means to enact their version of Utopia.
I guess San Diego could hire a bunch of illegals to complete their local projects.
That is no doubt high on the agenda. The wild bunch you refer to above is substantially more than the two seats on the council.

Projects of this scale don’t really
rely too much on local talent. All
materials can be shipped in via “kit”
form, and the crews to put it together
work for the bid winning

This process may be a little more
costly, but very doable.
San Diego is cutting off their nose
to spite their face. One would think
that boosting the local economy would
be a good thing, but alas, we are
talking about a backwards entity here.
