During his TV prime, Sheen was worth approximately $150 million, thanks in large part to his Two and a Half Men contract, which made him the highest paid actor in the country. Of course, it also helped that he was paid to leave the show as well.
According to The Richest, even leaving the show helped Sheen pad his bank account. He was bought out of his contract by the show’s producers for a reported $125,000,000 in 2012.

I loved Two and a Half Men, and I loved Charlie Sheen, he is hilarious. I hope he bounces back. The only people that didn’t like Two and a Half Men, didn’t watch it.

The mother does not need him at all in order to financially support the kids, and that’s the only kind of support to them he is being asked for.
That’s what happens when you do so many drugs nobody will put a completion bond on you.

That’s not a matter for the public to decide.
The public matter is whether a transfer of money from him to her is appropriate.
As she does not need the money at all, and these kids would not end up on the public dole without it, the government ordering the transfer is not an act in the public interest.
It is simply a mechanism for her to retaliate against him, and to have him support her lifestyle. Neither intent should be supported by law.
