Actually the Consumer Financial Protection Bureau - Pokahantas pet proeject she and Obama slipped into the FrankenDodd bill - has been doing the same thing since early in its formation. It demanded (and has received) every single kind of financial transaction that flows anywhere through the U.S. economy; and it has created a database that stores it all. And the CFPB is not accountable to Congress and gets its spending needs by drawing directly from the Federal Reserve. With that database the CFPB is on the biggest, permanent, federal government fishing expedition anyone could ever conceive. Yes, Pocahantas thought she was going to be the dictator running that show.
