It is not possible a judge can block this. This is the prerogative of the President. It’s like a pardon.
It’s not the same as declassifying. Besides DACA, was not an executive order, it was a memo. That is really true and the memo holds absolutely no authority like an executive order. The judges are part of the Resistance.
