DACA is an executive order which can be challenged both in court and by congress. Trump has overturned many of Obama's EOs; they are separate and apart from the legal framework of presidential powers. Any declassification of documents wouldn't be by EO.
I can see where a new EO could be tested in court but forcing an EO be kept? That’s not constitutional and amounts to a federal judge making EOs. In other words lawlessness and an obvious encroachment on executive power and violation of separation of powers.
