COMEY: My recollection was there was a significant amount of additional material about Page and why there was probable cause to believe he was an agent of a foreign power. And the dossier was part of that but was not all of it or a critical part of it, to my recollection.

Carter Page assisted the FBI in a prosecution of a Russian. He was used a a CHS (confidential human source). So there is speculation that the FBI then turned around and used these Russian contacts to fabricate evidence of his ties to a foreign power. From FBI asset to traitor at the speed of Trump winning the nomination.
