The government owns the easements
along our southern states’ borders.
Much the same as any property
owner has easements.
Municipalities require
access for power and water. Setbacks
from the street, as well as back and
side yard access in case of fire.
I’m sure that in rare cases where
the government has no easement,
immanent domain would come into
play.

There is a major difference between the Texas/Mexico border and
the other remaining border states to the West.
